Getting the Flat Cage

The tier-3 cage is not something you can simply buy. The clerk only opens the case for someone who walks in already caged, and nothing in the shop tells you that.

TL;DR

Go to Downtown → Red Light District in the evening or later.
Enter Kitten & Chrome. It only shows up at Submissiveness 30, or on the Landlord / Owner route.
Put your cage on before you go in. Any cage counts, and so does the pink belt.
Pick “Ask about the tiny ones.” This is the only conversation in the game that opens the case.
The Flat Cage is now in the catalog for $200, and buying it plays its own fitting scene.

Read this first: the step everyone misses

The clerk checks one thing before she sells you anything: are you already in something?

Wearing a cage: “Ah. Good. The flat is a different experience. The catheter takes getting used to.” The case opens, and the cage appears in the catalog from then on.
Wearing nothing: “Start smaller first. Come back when you’ve worn something for a week or two.” She taps the glass and closes the subject. Nothing unlocks.

That refusal is the whole bug report. It reads like a flavour line, so people assume the unlock happened anyway, go to the catalog, find the card stamped Locked, and conclude the item is broken or supporter-only. It is neither.

The good news: the question re-offers on every visit until it actually fires. Put a cage on, walk back in, ask again. Nothing is missed permanently.

The cage ladder

Three tiers, bought in three different places, and the flat one sits at the end.

The Pink Chastity Belt ($130, Femininity 40) is a side branch rather than a rung. It shares the Front slot and locks you the same way, but it is tracked as a belt, not a cage, so it does not count as a tier in the Master’s downsize chain. It does satisfy the “are you already in something” check.

Step by step

Step 1, get into the store

Kitten & Chrome is in the Red Light District, which itself only opens from Downtown in the evening or later. The storefront choice needs Submissiveness 30, or an established Landlord / Owner route, which lets the harder shops in early.

Step 2, wear your cage

Equip it before you leave the apartment. The check runs at the moment you ask, not on whether you own one, and not on your history.

If you are between cages because you just bought the next size up, put either of them on. The question does not care which tier you are in, only that you are in one.

Step 3, ask about the tiny ones

The choice sits on the storefront, under browsing the catalog. Veronica walks you to the glass case at the back: pink discs no bigger than a bottle cap, each with a thin pipe through the middle. Total containment, medical grade, nothing visible through clothes, and, in her words, not for beginners.

Asking nudges Femininity and Submissiveness up by one each.

Step 4, buy and be fitted

$200 in the fetish catalog. Buying it plays a scene rather than dropping an item in your bag: a velvet pouch, the curtained fitting room, a stool, a mirror, a folded towel, and you seal it yourself. The disc goes on flush, and when you look down there is no bulge and no line for fabric to give away.

The fitting locks you in, and pushes Shame, Submissiveness and Femininity. On the Owner route your keeper is told, and a self-bought cage registers with him as your own initiative.

If you have a Master

On the Landlord and Owner routes the Master runs his own downsize chain, and it ends at this cage. Each step happens in the bar back room after a shift.

Two things worth knowing about that chain:

The order will not come if you never asked the clerk. The flat order checks the same unlock this whole page is about, so a player waiting for the Master to bring it up while the case has never been opened waits forever. Ask first, and the order follows.
Buying is not the same as wearing. Between the order and the check he will catch you still in the old one: “Buying the small one was not the order. Wearing it is.” He also says out loud that you do not need his key for a cage-to-cage swap, because that confusion has cost players a week before.

You can also get ahead of him. Buying and wearing the flat cage before the order exists gives you the preempted version of the scene, which pays more Master Rank than obeying the order would have.

Swapping cages while your key is gone

Once a keyholder holds your key, the wardrobe will not let you go bare. It will let you go from one cage straight into another, because the lock exists to keep you caged, not to keep you in one particular size. So the whole ladder stays walkable under a keyholder: old cage off, flat cage on, one breath in between.

The one exception is the pink belt. It is not a downsize tier, so it cannot displace a locked cage.
