TL;DR
Yusuf is unembarrassable, and that is the whole character. He does not have a reaction to you that needs managing. He is the one who tells you where the money really is and the one who notices when Nadia has not spoken to you since the till.
What he is for
The bar chain has a cold start by design: Nadia tests you first. Yusuf is the counterweight, and on a run where the Nadia track has gone badly he is the one who brokers the thaw at beat 3 or later. He shares the bar_story_stage ladder with her rather than running his own.
Where he shows up
Every route. He does not care which one you are on, which is the point of him next to a bar whose manager might be your Owner.
